I think that what it means is that we give our students more responsibility in their own learning. In fact, I think that literacy has more to do with learning than newspapers. We need to talk about "learning-literacy." With an information abundant environment, rather than asking students to all read the same article and report on it, we ask them to find an article on the topic, report on it, and defend it. - dfw
